A balcony collects dust, leaves, rainwater and city grime faster than any room inside, and in a high-rise home it is also the one place where cleaning can be genuinely dangerous. This guide explains how to clean balcony floors, drains, railings and glass safely, what Singapore’s rules say about helpers working at height, and how to check for mosquito breeding while you are out there.
Most balcony cleaning is simple: sweep, wash, scrub the corners and keep the drain clear. What makes it different from cleaning the living room is the drop on the other side of the railing and the neighbours below.
Balconies also hold water. Flower pot plates, pails, drain traps and toys left outside are exactly the containers the Aedes mosquito uses to breed, so a weekly balcony clean doubles as a dengue check.
Safety first: working at height
The single most important rule is that nobody should lean out over the railing, sit on it, or stand on a stool, chair or ladder anywhere near it. Every part of a balcony that can be cleaned should be reached from a position where both feet are flat on the floor, with a long-handled tool doing the reaching.
What MOM requires if your helper cleans the balcony
If you employ a migrant domestic worker, the Ministry of Manpower makes the employer responsible for making sure she works safely. MOM’s guide to employing a migrant domestic worker notes that she may not be used to working in a high-rise building and must be made aware of the risks of chores such as cleaning windows and hanging laundry.
For windows, the rules are specific and legally binding. A helper must not clean the exterior of a window unless the window has grilles that stay locked throughout the cleaning and an adult is physically present to supervise. If there are no grilles, she must not clean the exterior of the window at all, even with supervision. MOM’s reply on MDW fall safety states that employers who breach these requirements can be fined up to $10,000 and/or jailed for up to 12 months, and may be barred from employing a helper. Employers and helpers must also sign a safety agreement.
The same guide gives practical laundry advice that applies on many balconies: hang heavier clothes closer to the bracket and lighter clothes at the far end of the pole, hang only a few pieces on each pole so it is easy to control, and help bring the laundry in during heavy rain because storms can bring strong winds. If she struggles to reach, MOM suggests exploring alternatives such as a retractable laundry hanger.
Our own advice for balcony cleaning by anyone in the household follows the same spirit:
- Never lean over the railing or reach out past it.
- Never stand on chairs, stools, buckets or planters on a balcony.
- Do not climb onto the air-conditioner ledge or compressor area. That is a job for a licensed aircon servicing contractor.
- Keep children indoors while you clean, and never leave furniture they could climb next to the railing. Our guide to childproofing a Singapore home covers windows and balconies in detail, and our guide to using baby gates safely explains barriers for toddlers.
Keep the ledges clear
HDB’s guidance on keeping killer litter away tells residents not to place items on or above ledges, near open windows or on aircon compressors, and not to criss-cross bamboo poles or lay items across them. While cleaning, put everything you move onto the balcony floor, never on the ledge or parapet, even for a moment.
Before you start: clear and plan the water
A good balcony clean starts with an empty floor and a plan for where the water will go.
- Check the weather. Pick a dry, calm day.
- Clear the floor. Bring cushions, shoes, toys and small items indoors. Move plants and furniture to one side.
- Find the drain. Locate the floor trap or outlet and make sure it is not blocked before you add water.
- Use buckets, not a hose. In a high-rise home, a bucket and mop or a gentle pour controls the water. Large amounts of water can overflow onto lower units or run down the facade. If you live in a condominium, check your management’s house rules on washing balconies.
How to clean balcony floors
Most balcony floors in Singapore are ceramic or homogeneous tiles, with some timber or composite decking in private homes.
Tiled floors
- Sweep thoroughly. Remove leaves, dust and grit first, starting from the corners and working towards the door.
- Wash with mild detergent. Mix a little dishwashing liquid or a general floor cleaner in a bucket of warm water and mop the floor, working away from the drain.
- Scrub the edges and grout. Corners, the base of the railing and the line along the wall collect the most grime. Use a stiff-bristled deck brush with a long handle so you can stay upright. Our guide to cleaning grout safely covers stained grout lines.
- Rinse with clean water from a bucket and push the water gently towards the drain with a squeegee.
- Let it dry before putting furniture and plants back, so water is not trapped under pot bases.
Wet tiles are slippery, so wear shoes with good grip and keep children and pets inside until the floor is dry.
Timber and composite decking
Sweep along the boards, then scrub with a soft brush and mild soapy water, working with the grain. Avoid strong alkaline cleaners and bleach on timber, and rinse sparingly. Clear debris from the gaps between boards so water can drain.
Drains and floor traps
A balcony drain is the most important part of the clean, both for preventing flooding and for mosquito control. NEA’s list of mosquito prevention measures asks households to clear fallen leaves and stagnant water in scupper drains once a week, and to cover rarely used gully traps.
- Wearing gloves, lift out leaves, hair and grit from the drain grating and the area around it.
- Remove the grating if it lifts out easily, scrub it with a brush and soapy water, and rinse.
- Pour a bucket of clean water through to check that it drains away quickly.
- Look for any spot on the balcony where water still pools after cleaning. Pools are breeding sites.
If water still drains slowly after you have cleared the grating, or there is a persistent smell, the blockage is further down the pipe. Do not push wires or strong chemical drain cleaners into it. Contact a plumber, or your condominium management or town council if the drain is part of shared piping. For smells, our guide to a bathroom drain smell explains how floor traps work.
Railings, glass panels and sliding doors
Metal railings
Wipe railings from the inside with a damp microfibre cloth and mild soapy water, then dry them. Only clean the side you can reach comfortably from the floor. Rust spots on painted railings should be reported to your condominium management if the railing is common property.
Glass balustrades
Clean the inner face only, using a long-handled squeegee or cloth with a mild glass cleaning solution. Never reach over a glass panel to clean the outer face.
Sliding doors and tracks
Vacuum the door track first, then wipe it with a damp cloth and an old toothbrush. Clean the glass from both sides at floor level. Our guide on how to clean windows, grilles and tracks has more detail on streak-free glass.
Balcony cleaning tips for mosquito control
NEA lists flower pot plates and domestic containers such as pails among the top breeding habitats found in homes. Use your cleaning time to run through NEA’s B-L-O-C-K steps:
- Break up hardened soil in plant pots so water does not pool on the surface.
- Lift and empty flowerpot plates. NEA advises removing water from them every other day.
- Overturn pails and wipe their rims, and store them upside down under shelter.
- Change water in vases and scrub the inside.
- Keep roof gutters clear if your home has them, and place BTI insecticide inside as NEA advises. Follow the product label and keep the insecticide away from children, pets and food. If the gutters can only be reached from a ladder or the roof, leave the job to a professional.
Also cover bamboo pole holders after use, since rainwater collects in them, and check toys, watering cans and anything else that can hold even a little water. NEA has warned that households with repeat mosquito breeding offences can face a fine of up to $5,000, jail of up to three months, or both on a first court conviction. Our full guide to dengue prevention at home covers the rest of the house. With an infant at home, see our advice on mosquito bites on babies.
If anyone at home develops a sudden high fever, see a doctor promptly, and call 995 in an emergency.
Walls, ceilings and furniture
Balcony walls and ceilings often develop black mould spots in the corners, especially where rain blows in. Wipe them from floor level with a long-handled mop and a mild detergent solution. If you use diluted bleach on painted surfaces, follow the label, ventilate well, wear gloves, keep children and pets away, test on a hidden patch first, and never mix bleach with vinegar, ammonia or other acids. Our guide to mould on walls explains the causes and safer methods.
Wipe outdoor furniture with soapy water and dry it, and bring cushions in before rain.
A simple weekly balcony routine
- Every other day: empty flowerpot plates and check for standing water.
- Weekly: sweep, mop, clear the drain and run through the B-L-O-C-K checks.
- Monthly: scrub grout and corners, wipe railings, clean door tracks and wash furniture.
- After heavy rain: check for pooled water, blown-in leaves and anything moved by the wind.

Frequently Asked Questions
Can I hose down my balcony in an HDB flat or condo?
It is safer to use buckets and a mop rather than a hose. Large amounts of water can overflow onto the units below or run down the building, which causes problems with neighbours. Check that your drain is clear before you start, and if you live in a condominium, check the management’s house rules on washing balconies.
Is my helper allowed to clean the outside of balcony windows?
Only if the window has grilles that remain locked throughout the cleaning and an adult is physically present to supervise. If there are no grilles, MOM says she must not clean the exterior of the window at all. Breaches can lead to fines of up to $10,000 and/or jail for up to 12 months.
How often should I check my balcony for mosquito breeding?
NEA advises removing water from plant pot plates every other day and clearing fallen leaves and stagnant water from scupper drains once a week.
What should I do if my balcony drain is blocked?
Clear leaves and debris from the grating, then pour a bucket of water to test it. If it still drains slowly or smells, the blockage is further down, so contact a plumber, or your condominium management or town council if the pipe is shared. Avoid pushing wires or strong chemical drain cleaners into it.
How do I clean the outside of a glass balcony panel?
You should not reach over a glass balustrade to clean its outer face. Clean the inside surface from the floor with a long-handled squeegee, and leave the exterior to rain or to your building’s professional facade cleaning.
Conclusion
Cleaning a balcony well is mostly about order and caution. Plan where the water goes, work from the inside with long-handled tools, keep the drain clear and use every clean as a mosquito check. Above all, nobody leans out, climbs on furniture or cleans the outside of windows without the grilles locked and an adult present.
